国外的 vps 现在都需要身份认证了吗

昨天在 OVH 新注册了一个 VPS，很久都不开通，今天收到邮件让提供：
1- An official Identification card provided by the government of your state or country.
2- A utility bill stating your name and address that is not older than 2 months (A gas, phone, bank or any other utility bill)
吓死了，是这一家这样，还是现在大家都这样了啊？
